En juin 2007, Katsav accepta un accord qui aurait supprimé les chefs de viol en échange d’un plaidoyer sur des infractions sexuelles moins graves et d’une peine sans prison ferme, tout en démissionnant de la présidence. L’accord déclencha une forte contestation publique et des manifestations. La Haute Cour refusa finalement de l’annuler, mais Katsav s’en retira en avril 2008 et choisit d’aller au procès.
